Nanxing Yacht Manufacturing Zone, Investment Invitation Services
The Nanxing Yacht Manufacturing Zone is estimated to reach production value of 10 billion NTD annually, and provide more than 4,000 jobs in the area.
The Nanxing Yacht Manufacturing Zone has completed the planning stage, and will be developed in two phases. The first phase is expected to be completed by the end of 2013, while the second phase is expected to be completed the end of 2014. The total investment project is reaches 5 billion NTD, and is estimated to reach production value of 10 billion NTD annually, while providing more than 4,000 jobs in the area.
Yacht manufacturing is a very unique industry in Kaohsiung. In order to integrate with the industry development strategy of the Greater Kaohsiung region, Kaohsiung City Government worked closely with the private yacht industries, and decided to release the valuable land on the waterfront of the Nanxing Project for yacht manufacturing, promoting industrial clusters in the yacht manufacturing zone. Currently 23 yacht companies have already signed an investment letter of intent with the city government, and the project is expected to be complete by 2014. |

Pingtung Competitive International Tourist Attraction Demonstration Project
In May 23, 2009, The Taiwan Tourism Bureau announced Pingtung County as one of Top 5 international tourism attractions in Taiwan, and Pingtung County received 300 million NTD funding from the central government.
The “Pingtung Competitive International Tourist Attraction Demonstration Project” utilizes a bottom-up approach, and hopes to assist local areas to develop tourist attractions with unique characteristics, and also upgrade relevant facilities and services to meet the needs of international tourists, and create an attractive international tourism environment.
Pingtung has many recreational resources to offer, including the Kenting National Park, The DaPeng Bay National Scenic Area, Aboriginal Cultural Park, Donggang Township, and Hengchun Township, while Kengting National Park ranks second among international visitors’ favorite tourist spots. Moreover, since Taiwan’s well known film, Cape no. 7, has received popularity, Hengchung’s tourism number has even reached over 300 thousands during Chinese New Year holidays, an increase of 40% compared to previous year. Japanese tourist in Taiwan has also increased with the Cape no. 7 film, making Hengchun Township one of the hottest tourist spots within a short period of time.

The Garden Villa Kaohsiung, Investment Invitation Services
This project was the first successful ROT case in Kaohsiung, setting an example of successful operate-transfer example in Southern Taiwan, and also received an award from the Executive Yuan Public Construction Commission for Top Consulting Firms.
Through a strict feasibility and preliminary planning process, we introduced creative investment invitation strategies, and provided additional services out of the scope of the contract, and actively promoted the plan to create a win-win investment service at the end. Turning what was seen a not so optimistic project at first, into a successful operate-transfer example in southern Taiwan.
The Garden Villa has 211 trendy guest rooms, 20 professional meeting rooms, an international conference hall that accommodates up to 500 persons, and an exhibition hall with a capacity of 1000 persons, and 4 top class Chinese and Western restaurants and banquet halls to fit the needs of all kinds of training and event purposes. The Garden Villa has already hosted many major events, and the Executive Yuan Public Construction Commission has also chose The Garden Villa for its awards ceremony in 2010, clearly it is already a popular place for public sectors to host major events and meetings.

The Kaohsiung New Town is located in the heart of the Greater Kaohsiung area, living environment and traffic conditions are comparatively better than the Kaohsiung city. With Kaohsiung’s increased role in the globalization, it will have the necessary conditions to develop into a metropolitan area of Kaohsiung City.

Pingtung County Performing Arts Center Construction Project
The Council for Economic Planning and Development provided 1.2 billion NTD funds, and the invested 950 million in the Performing Arts Center construction.
Pingtung county is full of rich arts and cultural history, whether in traditional or locals arts, it presents Aboriginal, Hakka, and Taiwanese uniqueness and the diverse ethnic cultures. Not only do these values represent local characteristics, they also nurture southern island’s potential to enter the international cultural arena. However, currently Pingtung area only has the CKS Museum of Arts, and with the rise of frequent events and diverse nature of the performance, these facilities are already inadequate for today’s use. In the absence of facilities and performance service supports, Pingtung’s arts and culture development and its enhancement on quality of life has been limited.
Base on these, in order to improve local arts standards and meet the public demand for art viewing and good performances, building the Pingtung’s Performance Arts Center project is in great urgency.
■ Business Perspective
1. The Pingtung County Government, Department of Cultural Affairs is the authorized authority.
2. Public building type is eligible for operation-transfer, Article 3, paragraph 1, section 7, under building type of "cultural and educational facilities."
3. Land lease shall be collected, with up to 40% discount.
■ Spatial Perspective
1. The public property commissioned for operation-transfer shall notify the Ministry of Finance for approval.
2. The project involves business conduct, and shall apply for change of urban plan.
3. Financial viability: this project will run using operate-transfer to optimize the best use of property; financial feasibility study result is feasible, showing the project has investment return potential.
■ Concession Period
Concession period is set at 15 years.
■ Royalty
Royalties shall be paid each year, at 2.5% of total revenue collected each year.
■ Investment Analysis 1. Net present value (NPV):16.515 million
2. Internal rate of return (IRR): 14.34%, higher than the planned 6.07% of capital

Tainan, Land Auction Services
The total sales amount of about 2.5 billion NTD
In recent years, Tainan County Government actively seek approval for the rail underground (or overhead) project extending from Tainan City to Yongkang, and also reached a consensus with the Ministry of Defense to relocated its military training base. Along with the introduction of the Creative Design Park, Yongkang’s urban development has opened new opportunities and the land adjacent to the military training base will be planned accordingly, introducing highly-quality industry to upgrade traditional industries, this region will form a new "Tainan City Center" to promote a sustainable, prosperous, and healthy development for the Yongkang region.
Tainan City Center’s overall development concept will be planned according to the current land use conditions and industry development framework, while integrating creative design, life services, financial business, culture and leisure, and other core functions. |
